Procurement Officer

Organizational Context

The Procurement Service (CSLP) within the Logistics Services Division (CSL) is responsible for providing policy and operational support to ensure that FAO procures goods, works, and services based on "Best Value for Money" principles. This Procurement Officer position is situated in the Regional Office for Latin America and the Caribbean (RLC) in Santiago, Chile, contributing to the organization's procurement functions in the region.

Job Purpose

The primary purpose of this role is to ensure the timely, efficient, and effective procurement of goods and services, alongside Quality Assurance for Letters of Agreement (LoA), all in strict compliance with FAO Rules and Regulations. Key results involve the planning and delivery of procurement services aligned with internal policies, UN procurement guidelines, and international standards. The role also entails developing and updating operational frameworks, analyzing procurement data for reporting, providing expert advice, coordinating sustainability initiatives, and fostering effective working relationships within the procurement unit and with external stakeholders.

Responsibilities

The Procurement Officer will advise on all procurement issues, providing support throughout the procurement cycle, including tender preparation and evaluation under tight deadlines. Responsibilities include reviewing and preparing solicitation processes, identifying solicitation methods, drafting tendering documents, and ensuring fair, objective, and transparent evaluations. The role involves preparing cases for Procurement Committees, reviewing and recommending on delegation of authority, conducting market research, and performing the "Buyer" function. Additionally, the officer will conduct procurement missions, assess regional procurement capacity, support the establishment and monitoring of procurement plans, and review Letters of Agreement (LoA) for quality assurance. This includes promoting competitive selection for LoA service providers, reviewing procurement components for high-value LoAs, and identifying/recommending resolutions for procurement disputes. The officer will also lead and coordinate the regional procurement team, providing functional oversight and input into performance evaluations.

Work Experience

Requires seven years of relevant procurement experience, including at least three years of supervisory experience, with an advanced university degree. Alternatively, nine years of relevant procurement experience, including three years of supervisory experience, with a first-level university degree and a professional qualification (e.g., CIPS4, MCIPS, FCIPS). Experience in more than one location or area of work, particularly in field positions, is beneficial. Demonstrated knowledge of international procurement standards and operations is essential.

Skills

Proficiency in English (Level C) and intermediate knowledge of another FAO official language (Level B) are required. Experience in public sector procurement, complex contractual issues, and drafting contracts is essential. Knowledge of internationally recognized procurement standards and all phases of international procurement techniques is necessary. Experience in identifying client needs and providing support, along with familiarity with procurement-related IT tools, is important. CIPS Certification level 4 or above is desirable. Working knowledge of Spanish is an asset. Experience in Corporate Environmental Responsibility and logistics operations is also beneficial.
