National Operations Specialist
Organizational Context
The FAO Representation in Kyrgyzstan aims to assist the government in developing policies, programmes, and projects to achieve food security, reduce hunger and malnutrition, and promote sustainable agricultural, fisheries, and forestry sectors. Aligned with the UNSDCF Kyrgyzstan 2023-2027 and the FAO Country Programming Framework 2023-2027, FAO's work supports national priorities including food security, organic agriculture, digitalization, rural development, climate change adaptation, and sustainable natural resource management.
Job Purpose
The National Operations Specialist will provide essential operational and financial management support for FAO projects and programmes in Kyrgyzstan. This role is crucial for ensuring the efficient and effective implementation of activities aligned with FAO's Country Programming Framework. The specialist will manage day-to-day operational aspects, monitor budgets, ensure compliance with financial regulations, and support project closure. This position contributes directly to the successful delivery of FAO's mandate in the country, focusing on enhancing food security, agricultural development, and sustainable resource management.
Responsibilities
Provide comprehensive operational and programmatic support for project implementation, including budget monitoring, expenditure tracking, and compliance reporting. Manage daily operational tasks throughout the project lifecycle, from initiation to financial closure. Assist the Budget Holder with portfolio management, including budget allocations and revisions. Liaise with programme and procurement teams to ensure timely project delivery based on work plans and budget availability. Oversee recruitment, contract renewals, and travel arrangements for personnel, analyzing budget availability. Coordinate the production and clearance of project documentation, including concept notes, project documents, and reports. Support capacity development within the country-level operations unit. Prepare and manage financial plans and budgets, maintain financial records, and monitor accounts. Process payments, maintain filing systems, and ensure proper archiving of documentation. Assist in preparing recurring reports on accounts and support budget planning and audits. Ensure continuous fund flow in line with funding agreements and monitor delivery estimates. Manage project budgets, support budget revisions, and coordinate project closure activities. Review and clear financial and progress reports from operational partners and certify fund requests. Monitor Letter of Agreements, review financial reports from service providers, and ensure compliance with security guidelines. Provide procedural guidance to staff and supervise/train finance support personnel. Participate in project design and proposal preparation.
Work Experience
A minimum of 5 years of experience in project/programme development and management, budgeting, accounting, and reporting procedures within an international organization, preferably UN-related. Experience in financial management and accounting information systems is essential. Familiarity with OPIM, LoA, and OPA modalities is an asset, as is experience with donor-funded projects, particularly the Green Climate Fund.
Skills
Proficiency in budgeting, accounting, and reporting procedures for international organizations. Strong foundation in project formulation, planning, implementation, and budget management. Hands-on experience with financial management and accounting information systems. Ability to analyze problems, make recommendations, and exercise sound judgment. Excellent communication and interpersonal skills, with the ability to collaborate effectively. Computer literacy, including Windows-based programs (Word, Excel, PowerPoint) and accounting software. Experience in training staff and counterparts in financial procedures. Familiarity with procurement processes and donor/UN rules. Ability to present financial information clearly and concisely. Experience with OPIM, LoA, OPA modalities and donor-funded projects is advantageous.
