Organizational Context
The Regional Office for Africa (RAF) leads FAO's response to regional priorities in food security, agriculture, and rural development. It identifies, plans, and implements priority activities, ensuring a multidisciplinary approach and promoting FAO's strategic response to regional needs. RAF develops and maintains relations with regional institutions, supports policy dialogue, facilitates partnerships, and enhances capacity development and resource mobilization within the region. The position is based in the Regional Office for Africa.
Job Purpose
The Partnerships Officer (Resource Mobilization) will strengthen and foster partnerships, particularly with private sector entities, to support FAO's mandate and Strategic Framework. This role involves providing policy support, sharing knowledge on transformative partnerships with non-state actors and Inter-governmental Organizations, and monitoring all partnerships. Key results include providing comprehensive advice on networking and partnerships, increasing and strengthening partnership networks, and supporting country-level actions guided by FAO's Country Programme Framework. The officer will oversee the implementation of FAO's strategies for partnerships with civil society and the private sector at regional or national levels, identifying and developing strategic linkages between non-state actors and FAO's objectives.
Responsibilities
The Partnerships Officer will identify, promote, and develop strategic linkages between non-state actors and FAO's strategic objectives and regional initiatives. They will provide guidance and support to Decentralized Offices on corporate requirements for partnerships with non-state actors and execute annual work plans aligned with FAO's Strategic Objectives. The role involves contributing to global advocacy objectives on partnerships, establishing and maintaining partnerships in food security, nutrition, advocacy, innovation, and programme implementation, and monitoring these activities regionally and nationally. Support will be provided for country-level actions to translate FAO's knowledge into results, ensuring partner involvement. The officer will generate programme/project summaries, prepare briefs on donor policies and trends, and advise senior management on improving FAO's partnerships. They will ensure the quality and consistency of partnership materials and activities, develop collaborative processes with partners, and contribute to capacity development activities. Additionally, the role involves fostering advocacy strategies for fundraising and promoting donor contributions by identifying new funding sources.
Work Experience
Seven years of relevant experience in international cooperation for development, donor aid programs, government, fundraising, negotiations, and/or public relations/advocacy or related areas is required. Experience in more than one work location or area, particularly in field positions, is desirable.
Skills
The role requires experience in partnership building, fundraising, negotiations, and public relations/advocacy, preferably in food, social, and economic development. Proficiency in generating programme/project summaries and other documentation for partners is essential. The ability to produce briefs on donor policies and trends and advise senior management on partnership improvements is crucial. Intermediate knowledge of French is an asset. Strong collaboration, analytical, conceptual, gender-sensitive, and cross-cultural competencies are needed. Experience with Indigenous Peoples' food systems, Indigenous Women, Indigenous Youth, seeds, geospatial work, project implementation, programme design, and policy work is an additional asset.
