National Programme Analyst

Organizational Context

FAO Thailand operates under corporate guidance and the Strategic Framework, providing policy advice and support to Thailand in FAO's mandated areas. It facilitates technical assistance, capacity development, and core services through partnerships and an active country programme, adhering to accountability standards to enhance leadership and impact. FAO Thailand aligns its programmatic priorities with the Country Programming Framework (CPF) and the UN Sustainable Development Cooperation Framework (UNSDCF), ensuring a multidisciplinary approach to programme and project formulation in collaboration with the FAO Regional Office for Asia and the Pacific (RAP), headquarters, government, and stakeholders. The role is based in Bangkok, Thailand, requiring office attendance.

Job Purpose

The National Programme Analyst will support the formulation, development, and implementation of FAO's Country Programme in Thailand. This involves coordinating with the Royal Thai Government and other stakeholders to ensure FAO's programmes and projects align with national priorities and FAO's operational regulations. The role contributes to the effective delivery of FAO's mandate by facilitating communication, managing correspondence, and supporting various activities such as meetings, workshops, and field visits. The incumbent will also assist in preparing necessary documentation and reports for FAO-Thailand and the UN Country Team, ensuring smooth coordination and effective programme execution within the country.

Responsibilities

Under the supervision of the Deputy Regional Representative for Asia and the Pacific/Head of Office for FAO Thailand and the Assistant FAO Representative (Programme), the incumbent will coordinate with the Royal Thai Government, including the FAO Focal Point, line Ministries, and other partners. Responsibilities include assisting in the formulation and development of FAO programmes and projects, ensuring alignment with regulations and country priorities, and monitoring progress. The role involves supporting FAO activities like events, meetings, and workshops, managing official correspondence, and preparing briefs and background materials for meetings and the UN Country Team. Additionally, the incumbent will support technical officers on UNCT-designated areas, attend and report on meetings, assist with translation and editing if needed, and provide administrative support to FAO-Thailand in collaboration with RAP colleagues. Performing other assigned duties is also part of the role.

Work Experience

One year of relevant experience in programme management and/or general coordination or liaison within the government or public sector. Experience working with the UN is considered an asset.

Skills

Key competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Essential skills involve strong analytical and problem-solving abilities, excellent oral and written communication in English and Thai, teamwork, tact, diplomacy, and a commitment to sustainability. Proficiency in MS Office applications, internet, and office technology is required. Experience with UN systems is advantageous.
