Organizational Context
The Logistics Service Division (CSL) at FAO headquarters in Rome, Italy, provides advice, guidance, and oversight for business operations and enabling functions at headquarters and decentralized offices. It ensures administrative services operate effectively and efficiently through policy and operational support.
Job Purpose
This role supports the coordination of organizational resilience and oversees business continuity management, ensuring adherence to FAO policies, procedures, and UN best practices. The Programme Officer will develop, implement, monitor, and evaluate programmes and projects. Key functions include participating in programme development, analyzing progress, reviewing documents, identifying issues, proposing solutions, and liaising with stakeholders. The role also involves assisting in policy development, preparing written outputs like background papers and reports, conducting outreach activities, and managing budget-related coordination.
Responsibilities
Supports the coordination of activities for the Organizational Resilience Management System (ORMS), including report preparation and documentation for interagency events. Collaborates with stakeholders on strategic thinking and implements planned ORMS activities. Develops and delivers business continuity management activities, such as Business Impact Analysis and Maintenance, Exercise, and Review (ME-R). Contributes to policy development, review, and compliance, assessing ongoing processes and resources. Collects and analyzes data, preparing background papers and reports for UN system events and governing bodies. Coordinates cross-cutting activities, focusing on business continuity support for Decentralized Offices to achieve efficiencies and quality results. Contributes to content development and facilitates sessions for testing business continuity plans and after-action reviews. Performs other related duties as required.
Work Experience
A minimum of five years of relevant experience in project or programme management and business operations, including organizational resilience management, is required. Experience in more than one work location, especially in field positions, is desirable.
Skills
Experience in business operations and operational resilience management is essential. Experience in interagency collaboration, including engagement with operations management teams at country or regional levels, is important. Proficiency in business continuity management, policy formulation, analysis, planning, and implementation is required. Knowledge of UN Organizational Resilience Management standards and compliance is an asset. Experience with business impact analysis and mapping critical functions for business continuity is beneficial. Strong analytical and report writing skills for high-level interagency events are desirable. Professional certification in business continuity management is an asset.
