Fisheries Expert
Organizational Context
The Food and Agriculture Organization (FAO) in Viet Nam operates under the Country Programming Framework (CPF) for 2022-2026, focusing on Climate Change Response, Disaster Resilience, and Environmental Sustainability. The FAO Country Office, with support from the RAP GEF team, has secured significant Global Environment Facility (GEF) funding to address water resources management, fisheries, aquaculture, environment, and biodiversity. In partnership with the Agriculture Projects Management Board, FAO Vietnam is developing a GEF-8 project to promote sustainable fisheries development, environmentally friendly technologies, and climate adaptation, aiming to protect marine ecosystems and biodiversity.
Job Purpose
The incumbent will provide crucial support for the formulation of the Project Document for the GEF-funded initiative. Reporting to the Assistant FAO Representative (Programme) in Viet Nam and technically supervised by Lead Technical Officers from RAP, the Fisheries Expert will collaborate with FAO GEF specialists and the Project Preparation Grant (PPG) team. The primary responsibility is to gather and organize information essential for defining the project's technical content, structure, and implementation strategy, ensuring it aligns with the project's objectives for sustainable fisheries and biodiversity conservation.
Responsibilities
The Fisheries Expert will collate and document information pertinent to the fisheries sector in target provinces. This includes reviewing existing policies, regulatory frameworks, and initiatives related to fisheries management, and updating the Project Document accordingly. The role involves contributing to the design of fisheries-related interventions, ensuring alignment with Ecosystem Approach to Fisheries Management (EAFM) principles and biodiversity conservation goals. Technical input will be provided on sustainable fisheries management, fishing practices, co-management, and resource protection. Support will be given to formulating approaches for Fisheries Resource Protected Areas (FRPAs)/Other Effective Area-based Conservation Measures (OECMs) and the sustainable use of fisheries resources. The expert will contribute to developing the fisheries sections of the project document, including baseline information, rationale, and the results framework, as well as supporting the monitoring framework for fisheries and marine biodiversity. Additionally, the role requires providing technical support for stakeholder consultations, field visits, and workshops during the PPG process, and assisting with the development and review of the Project Document (ProDoc) in Vietnamese, including addressing feedback from relevant authorities.
Work Experience
A minimum of 10 years of progressively responsible professional experience in the aquaculture and fisheries sector or a related field in Viet Nam is required. Experience should demonstrate a strong understanding of fisheries management and sustainable practices within the Vietnamese context. Previous work on GEF projects or with other international donors is preferred, as is experience working in multidisciplinary and multicultural teams, particularly within multilateral organizations. Experience engaging with partners in Viet Nam at various levels (ministries, provinces, private sector) is also beneficial.
Skills
Key competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing and Continuous Improvement. Preferred skills include prior experience with GEF projects or other international donor initiatives, and experience working within multidisciplinary and multicultural teams, especially in multilateral organizations. Proficiency in computer skills, strong research, analysis, and report writing abilities, and a proven capacity to deliver high-quality outputs under tight deadlines are essential. Experience working with diverse partners in Viet Nam at all levels is also highly valued.
