The FAO Representation in Somalia supports the national government in implementing strategies and programmes aligned with the Sustainable Development Goals (SDGs) and FAO's global mandate. This position is based in the FAO Representation in Mogadishu, Somalia.
Job Purpose
The Assistant FAO Representative (Administration) is responsible for programme and financial management, encompassing accounting and personnel administration. The role ensures the effective and efficient provision of administrative support to the FAO Representation's programme and project activities. Key functions include planning, organizing, and coordinating office administrative services, providing support for FAO collaborative programmes, and monitoring their implementation. The position involves developing and implementing administrative procedures and systems in line with existing policies, managing and supervising the administrative team, and analyzing data from various sources, including FAO's corporate systems. This role also entails preparing financial and budgetary estimates, managing project allocations, and liaising with financial institutions.
Responsibilities
The Assistant FAO Representative (Administration) will plan, organize, and coordinate the office's administrative services, ensuring efficient operations. This includes providing essential administrative support for the implementation of FAO collaborative programmes and conducting periodic monitoring to ensure progress. The role involves developing and implementing procedures, norms, and systems that comply with existing policies for all administration-related processes. A key responsibility is managing and supervising the administrative team, fostering a productive work environment. The incumbent will review and analyze data from diverse sources, including FAO's corporate systems and databases, to inform decision-making. Furthermore, the position requires preparing reports, financial, and budgetary estimates for projects, and managing the application, control, and accounting of approved budgetary allocations. The role also includes reviewing accounts, processing payments according to established rules, liaising with local banks, and overseeing the office's financial and administrative correspondence and filing system. Ensuring compliance with the Organization's security guidelines (MOSS) is also a critical aspect of this role.
Work Experience
A minimum of three years of relevant experience is required in office management, administration, accounting, audit, budget, or finance. Experience in more than one location or area of work, particularly in field positions, is desirable.
Skills
Demonstrated skills in office management and administration, including supervisory experience. Knowledge of UN or standard operational rules and procedures, and project/programme administrative management procedures is essential. Familiarity with FAO's corporate systems and databases, or other relevant accounting or financial modules, is an asset. Strong analytical and judgment skills are required to apply rules and regulations effectively. Proficiency in English and the local language (level C) is necessary.
