The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to efficient, inclusive, resilient, and sustainable agrifood systems globally. The Subregional Office for the Pacific Islands (SAP) implements strategies and projects for food systems, agriculture, and rural development across the Pacific, fostering relationships with governments and institutions. FAO SAP is currently implementing an EU-funded project in Fiji focused on strengthening agrifood value chains, investment planning, financing, and partnerships to promote sustainable public and private investment.
Job Purpose
The National Investment Facilitation and Public-Private Partnership Specialist will provide crucial technical expertise to enhance agrifood investment planning, financing mechanisms, and public-private partnerships within Fiji. This role is central to assessing potential investment opportunities, developing effective public-private partnership frameworks, improving financial access for agrifood enterprises, actively engaging stakeholders, and coordinating the National Agrifood Investment Forum. The specialist's contributions will directly support evidence-based food systems transformation and promote sustainable investment in Fiji's agrifood sector, aligning with project objectives.
Responsibilities
The specialist will prepare an inception report and assess the agrifood investment environment, including financing mechanisms and public-private partnership opportunities. This involves conducting stakeholder consultations to identify investment prospects and financing constraints. Key tasks include identifying priority agrifood investment opportunities in collaboration with the National Value Chain Analyst, developing a Public-Private Partnership (PPP) framework, and assessing financing needs to create an MSME support and financing package. The role also requires preparing the Fiji Agrifood Value Chain Investment Roadmap 2026–2030, coordinating the National Agrifood Investment Forum, facilitating stakeholder validation of outputs, documenting partnership commitments, and producing investment briefs and a final consultancy report.
Work Experience
A minimum of three years of relevant professional experience is required in areas such as investment facilitation, public-private partnerships, agribusiness development, investment planning, private sector development, or finance.
Skills
Essential skills include demonstrated experience in investment facilitation, public-private partnerships, agribusiness development, or private sector development. The candidate should have experience in conducting investment, financing, or business environment assessments, and in developing investment strategies, financing mechanisms, or partnership frameworks. Proficiency in facilitating stakeholder consultations and multi-sector coordination is crucial, alongside strong analytical, technical writing, and report preparation abilities. Knowledge of agrifood systems, value chain development, MSME development, or sustainable development programmes is desirable.
