The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to efficient, inclusive, resilient, and sustainable agrifood systems to improve production, nutrition, the environment, and livelihoods. FAO Kenya is actively supporting the Kenyan government in digitalizing the agriculture sector and leveraging data for decision-making. To enhance its technical capacity, FAO Kenya seeks a qualified Technical Specialist to join its Representation in Kenya.
Job Purpose
The Technical Specialist will be instrumental in ensuring the effective delivery of FAO Kenya's programme activities. This role involves providing crucial liaison and technical support to align activities with programme objectives. A key focus will be maintaining effective communication with the Council of Governors and other affiliated institutions relevant to programme deliverables. The Specialist will also ensure strict adherence to FAO's rules and procedures throughout programme implementation, contributing to the overall success and compliance of FAO's initiatives in Kenya.
Responsibilities
Coordinate programme activities in collaboration with the Programme Manager, Ministries, Departments, Agencies (MDAs), development partners, and land sector non-state actors. Serve as a liaison between stakeholders, particularly Counties and FAO, to support the Programme Manager in activity implementation. Assist in identifying, planning, and executing programme activities. Provide technical guidance on policy, institutional, and legal gaps for effective programme implementation aligned with national, county, and FAO frameworks. Participate in Programme Coordination Unit (PCU) and Programme Advisory Committee (PAC) meetings, offering strategic direction. Monitor and report on the progress and execution of activities according to the work plan. Support the preparation of sector-relevant policy briefs. Facilitate digitization, digitalization, GIS, and technology adoption across government levels. Assist cluster focal persons in enhancing technical input within counties. Participate in Development Partners Group meetings for land, environment, and natural resources.
Work Experience
A minimum of seven years of progressive work experience in natural resources management, land governance, or agricultural-related programmes at national and/or county levels is required. This experience should demonstrate a strong understanding of the relevant sectors and the ability to work effectively within governmental and non-governmental structures.
Skills
Proficiency in Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Strong understanding of Kenya's policy context for land and natural resources management. Experience with FAO Kenya projects and programmes is advantageous. Excellent written and oral communication skills, including report and policy brief preparation. Strategic visioning, creative thinking, and problem-solving abilities. Working knowledge of computer applications including MS Word, Excel, PowerPoint, Power BI, and GIS.
