Job Purpose
The Land Management Specialist will provide essential technical expertise to support the STREAM+ project's objectives in integrated land management and territorial development. This role involves guiding the planning, implementation, assessment, and monitoring of land use strategies within project target areas. The specialist will focus on enhancing sustainable land use and rural development through expert advice, stakeholder coordination, and capacity building initiatives, ensuring alignment with national frameworks and project goals for inclusive and sustainable development.
Responsibilities
The specialist will review and analyze existing land use and territorial development plans at aimag and soum levels. Responsibilities include preparing technical specifications and bidding documents for integrated land management plans, and developing necessary equipment requirements. The role involves creating science-based guidelines for land management planning, implementation, assessment, and monitoring in consultation with stakeholders. Capacity-building activities for local land officers will be organized and delivered. The specialist will facilitate participatory processes for developing integrated aimag land management plans and soum territorial development plans, incorporating environmental considerations. Supervision of contractors and coordination with government institutions, local authorities, and communities are key. Contribution to project monitoring and evaluation through reporting is also required.
Work Experience
Requires a minimum of seven years of professional experience in land management, land use planning, territorial development, or natural resource management. Experience in developing land use plans, territorial development plans, or similar planning instruments is necessary. Familiarity with national land administration systems, policies, and institutions is important. Experience working within the UN system or international development projects is considered an asset.
Skills
Essential skills include strong technical knowledge and practical experience in integrated land management, territorial development planning, land degradation assessment, and natural resource management. Excellent analytical, planning, and organizational skills with attention to detail are crucial. Strong writing, editing, and reporting abilities in both English and Mongolian are required, alongside excellent interpersonal and stakeholder engagement skills. The ability to coordinate effectively with government agencies, development partners, and local communities is vital. Problem-solving, time management, and the capacity to work effectively in a multidisciplinary team are also key requirements.
