Data Management and Information Systems Specialist
Organizational Context
FAO Mongolia aims to be a leading partner in ensuring food and nutrition security. The office coordinates diverse projects, including natural resources management and food security. Mongolia is committed to low-carbon development and climate change resilience under the UNFCCC and Paris Agreement. The GEF-funded CBIT-2 project, "Enhancing Climate Change Transparency in Mongolia," seeks to strengthen and digitize the country's climate transparency framework. This role provides technical oversight for this critical digitization effort.
Job Purpose
The specialist will provide technical leadership for the design, development, operationalization, and sustainability of Mongolia’s national climate transparency information management system under the CBIT-2 project. This involves supporting the integration, digitization, quality assurance, and management of climate-related data for Biennial Transparency Reports, National Communications, greenhouse gas inventories, NDC tracking, adaptation, and climate support reporting. The role guides the establishment of a robust national transparency platform, strengthens institutional capacities for data collection and reporting, and ensures information systems align with the Enhanced Transparency Framework (ETF) requirements of the Paris Agreement, contributing to the system's long-term sustainability.
Responsibilities
The incumbent will review and enhance the Integrated ETF Information Portal's architecture to improve interoperability, integration, and scalability. Key duties include developing and operationalizing modules for tracking NDC implementation, climate finance, mitigation actions, and adaptation measures in line with ETF requirements. The role involves strengthening data governance, including institutional roles, user access management, approval workflows, and data-sharing protocols. Responsibilities also cover establishing and implementing data quality assurance and control procedures, such as validation checks and archiving mechanisms. Technical support for system development, testing, deployment, and operationalization of the ETF Information Portal is essential. Furthermore, the specialist will develop technical documentation, user manuals, and standard operating procedures for system operation and maintenance, and deliver training to national stakeholders for long-term sustainability.
Work Experience
A minimum of five years of professional experience is required in product management, software development, and business analysis. Full proficiency in English is also essential for this role.
Skills
Excellent communication skills in English, planning, and organizing with attention to detail are essential. The ability to work effectively in a multinational team, coupled with strong interpersonal, ethical, and problem-solving skills, is required. Candidates should have experience in designing, developing, and managing databases, data management systems, and web-based information platforms, along with knowledge of system architecture, data interoperability, and integration. Experience in data governance, quality assurance/control, metadata management, user access, and data security principles is crucial. Familiarity with greenhouse gas inventories and ETF reporting is an asset.
