National Animal Health Data Management Assistant
Organizational Context
The Food and Agriculture Organization (FAO) Country Offices, led by an FAO Representative, assist governments in developing policies, programs, and projects to achieve food security, reduce hunger and malnutrition, develop agricultural, fisheries, and forestry sectors, and promote sustainable environmental and natural resource management. FAO implements field projects in food security, agriculture, and rural development, integrating them into a sustainable food and agriculture framework that increases production, addresses climate change, manages natural resources, and enhances rural livelihoods. FAO in Lao PDR collaborates with the government to prevent and control emerging infectious and zoonotic diseases through close engagement with national stakeholders in the animal production and health sector.
Job Purpose
The National Animal Health Data Management Assistant will provide essential technical and operational support for the collection, management, analysis, reporting, and digital information systems pertaining to animal health data. This includes data related to surveillance activities, laboratory results, Antimicrobial Resistance (AMR) and Antimicrobial Use (AMU) programs, and broader animal health initiatives. The role is crucial for ensuring the integrity and accessibility of animal health information, supporting effective decision-making, and contributing to the overall animal health strategy within the Lao People's Democratic Republic.
Responsibilities
The incumbent will support the implementation, maintenance, and daily operation of various animal health information systems, including InFARM, LAHIS, ANIMUSE, and LIMS. Responsibilities include assisting with the collection, compilation, validation, cleaning, and management of animal health, laboratory, surveillance, and AMR/AMU data. The role involves supporting the integration and harmonization of data from diverse platforms and coordinating with national and sub-national entities, laboratories, and partners to ensure timely and accurate data entry and reporting. Technical support and troubleshooting for system users will be provided. The assistant will also contribute to the development of data management tools, templates, dashboards, and reporting systems, and liaise with software developers and technical teams to resolve system issues and drive continuous improvement. Furthermore, the role includes coordinating with IT service providers for system maintenance, security, and operational support, as well as supporting the development and monitoring of laboratory reagent and consumable stock dashboards. Data quality monitoring, analysis, and visualization for reports and decision-making are key, alongside preparing regular reports and data products for stakeholders. The position will also support training activities, the development of SOPs and user manuals, information sharing among stakeholders, and monitoring and evaluation efforts. Participation in field missions, outbreak investigations, and emergency response operations may also be required.
Work Experience
A minimum of two years of relevant professional experience in data management, surveillance systems, laboratory information systems, animal health programs, or related technical areas is necessary. Experience working with government agencies, laboratories, development partners, or international organizations is desirable.
Skills
Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Proficiency in working with animal health information systems, databases, surveillance systems, or laboratory information management systems is essential. Familiarity with platforms like InFARM, LAHIS, ANIMUSE, LIMS, or DHIS2 is an asset. Knowledge of animal disease surveillance, laboratory systems, AMR/AMU, and One Health approaches is important. The role requires experience in data cleaning, analysis, visualization, and reporting, along with good computer skills in Microsoft Excel, Word, PowerPoint, and database management tools. The ability to prepare technical reports, dashboards, and presentations, and experience organizing trainings and providing user support are also crucial. The candidate should be able to work independently and collaboratively in multidisciplinary teams, with a willingness to travel to provinces and remote areas.
