Job Purpose
The Procurement Specialist provides essential operational and advisory support for all procurement processes within the FAO Representation in Iran. This role ensures strict compliance with FAO's established rules and procedures, facilitating efficient procurement planning, robust contract management, and effective vendor coordination. The specialist is responsible for the timely delivery of goods and services, contributing to the smooth execution of both regular programme activities and various projects. The incumbent will interact regularly with internal colleagues and clients, offering a wide array of procurement services and procedural guidance to ensure consistency and adherence to organizational standards.
Responsibilities
The Procurement Specialist performs operational functions for regular programme and project procurement, including preparing documents, issuing tenders, evaluating bids, and issuing purchase orders and contract amendments, ensuring compliance with FAO rules. The role involves reviewing requisitions, orders, contracts, and tenders for conformity, and acting as a Buyer for goods, overseeing delivery and inspection. The specialist also serves as a Quality Assurance Specialist for Letters of Agreement, reviewing them for policy compliance and administrative checks. Key duties include maintaining and monitoring procurement database records, preparing analytical reports, and coordinating all procurement correspondence. The incumbent supports knowledge sharing on ERP Procurement Module and e-tendering tools, reviews processes for improvement, maps business processes, and elaborates procurement workflows. They ensure researched information for contract strategy, manage tendering, and implement and monitor the annual procurement plan. Organizing procurement processes, preparing purchase orders, implementing internal controls, updating supplier databases, and organizing procurement training are also crucial responsibilities.
Work Experience
Five years of relevant experience in procurement-related activities, business administration, or supply chain management is required.
Skills
Required skills include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing and Continuous Improvement. Technical skills encompass thorough knowledge of transaction elements, extensive experience in public sector procurement, and good knowledge of MS Office, Internet, and office technology. The role demands strong knowledge of procurement rules and processes, the ability to guide staff, analyze situations, take effective action with minimal supervision, customer service orientation, initiative, and excellent planning and organizational skills to establish priorities and deadlines.
