Job Purpose
The National Procurement Specialist is responsible for coordinating and managing day-to-day procurement operations within FAO Jordan. This role ensures that all procurement activities, from simple to complex, are conducted consistently, in a timely manner, and in strict adherence to FAO's rules, procedures, and best practices. The specialist will also provide essential procedural guidance to clients and staff across the organization, ensuring a clear understanding and application of procurement policies and regulations. This position is crucial for the efficient functioning of FAO's operations in Jordan.
Responsibilities
Coordinate and execute local and international procurement processes for goods and services, including tender preparation, bid evaluation, and contract management, ensuring compliance with FAO rules and procedures. Manage and monitor procurement requests, consolidate procurement plans, and track progress against milestones. Review purchase requisitions for completeness and accuracy. Maintain and update supplier records through market research and outreach. Act as secretary for the Local Procurement Committee, preparing documentation for review. Process purchase orders and maintain procurement records and filing systems. Liaise with the Logistics Unit for import/export processes and shipment tracking. Follow up on contract execution, address performance issues, and obtain supplier performance documentation. Prepare procurement reports and statistics. Participate in meetings with stakeholders to facilitate procurement planning and resolve operational issues. Conduct preliminary quality assurance for Letters of Assistance (LoAs).
Work Experience
Requires a minimum of five years of experience in procurement support work. Experience in procurement regulations and procedures of public or international organizations is beneficial. Familiarity with ERP Procurement Modules and the UN system's procurement policies is advantageous.
Skills
Essential skills include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. A thorough understanding of procurement regulations and procedures, International Commercial Terms (INCOTERMS), and ERP Procurement Modules is required. Proficiency in MS Office and internet applications is necessary. Knowledge of UN system procurement policies and FAO administrative procedures is crucial. Certification in procurement is an asset.
