Organizational Context
The Information Technology Division (CSI) is responsible for all IT activities within the Organization. CSI defines FAO IT policies, provides strategic advice on IT architecture and standards, and monitors organizational compliance. It manages FAO's information and data, protects information assets, and ensures the confidentiality, integrity, and availability of data. CSI also provides core IT services for global operations, supports business processes, and coordinates organization-wide IT activities to enhance integration and mobilize IT resources.
Job Purpose
The Programme Support Specialist will provide essential programme support and, when necessary, coordination for the operations within the IT Strategic Sourcing, Planning & Control group of the IT Division. This role is crucial for ensuring the smooth functioning of the group's activities, contributing to effective financial planning, reporting, and administrative processes. The incumbent will assist in managing project activities, supporting procurement, and improving internal financial management systems, thereby facilitating strategic decision-making and operational efficiency within the division.
Responsibilities
Provide timely and efficient operations, budget, and administration support for programme and project activities. Develop financial statements for management meetings to aid strategic decisions and suggest improvements. Coordinate the annual internal financial planning exercise and assist in preparing periodic and ad hoc financial reports. Develop and update reports covering IT Planning and Control group areas and internal financial system reviews, utilizing Power BI. Implement effective internal controls for a client-oriented financial management system. Support procurement activities and processes. Monitor project plans, delivery, and resource schedules. Coordinate internal financial activities, accounting adjustments, and back-charges, reviewing supplier payment requests and invoices. Report on administrative activities performed. Contribute to service definitions and process improvements. Liaise with collaborating departments on contracts, payments, and financial matters. Support other programme support, financial, and sourcing processes. Perform other duties as required.
Work Experience
A minimum of 3 years of relevant professional experience is required in programme support, administration, and/or ICT Contracts. Experience with an advanced university degree in Management, Law, Social Science, International Relations, or a related discipline is preferred. A Bachelor's degree requires two additional years of relevant experience. Working knowledge of English, French, or Spanish (Level C) is also necessary.
Skills
Proficiency in Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Experience in programme support, administration, and financial support is essential. Knowledge of ICT is an asset. Experience in an international/multicultural organization and familiarity with FAO Administrative and Financial Rules are desirable. Knowledge of FAO tools (GRMS, iMIS) and strong skills in MS Excel and Power BI are highly advantageous. Knowledge of another FAO official language is an asset.
