Organizational Context
FAO Lao PDR is implementing its Country Programming Framework (CPF) 2022–2026, prioritizing climate change adaptation, resilient livelihoods, sustainable natural resource management, and inclusive rural development. The country actively participates in the Hand-in-Hand (HiH) Initiative, promoting targeted investment and partnerships for rural transformation and poverty reduction. FAO Lao PDR also supports the One Country One Product (OCOP) programme to enhance rural livelihoods through value chain development and market linkages. This position, funded by a national TCP, aims to support resource mobilization and strategic partnerships for these key initiatives.
Job Purpose
The incumbent will lead the formulation and implementation of strategies to mobilize financial and technical resources, with a specific focus on climate finance, sustainable development, and inclusive agrifood system transformation. This role is crucial for advancing agriculture investments in Laos and supporting the effective implementation of the Hand-in-Hand Initiative TCP project. The specialist will play a key part in fostering partnerships and securing resources necessary for achieving the country's development priorities in the agrifood sector.
Responsibilities
The role involves comprehensive resource mobilization and donor engagement, including developing and maintaining a donor intelligence map, analyzing funding opportunities from various sources, and supporting regular reviews of the donor landscape to identify emerging opportunities and strategic trends. It requires researching donor priorities and funding mechanisms, and maintaining strong relationships with key donors, government agencies, and private sector stakeholders. The position also supports the Hand-in-Hand Initiative implementation by identifying potential investors, developing partnership strategies, preparing investor briefs, facilitating dialogues, and providing technical support for investment negotiations. Additionally, it involves supporting OCOP programme coordination and implementation, including project activities, capacity building, and knowledge exchange. The role also ensures compliance with FAO standards and guidelines for communication materials.
Work Experience
A minimum of two years of relevant professional experience in resource mobilization, partnership development, or project management within development contexts is required. This experience should align with the educational background and the responsibilities of the role.
Skills
Key skills include strong analytical and strategic thinking, excellent written and verbal communication in English, and the ability to work collaboratively in multicultural teams. Proficiency in project management tools and MS Office applications is essential. Experience in proposal development, donor engagement, and familiarity with climate finance, agriculture, or rural development are highly desirable. Experience with OCOP, Hand-in-Hand Initiative, or similar rural development programmes is an asset. Knowledge of French, Spanish, Arabic, or Russian is considered an advantage.
