The Food and Agriculture Organization (FAO) Representation in Mauritius is supporting the Government of Mauritius in its readiness activities for accessing Green Climate Fund (GCF) resources. Job Purpose
The Technical Project Expert will provide crucial technical support to enhance the capacity of the National Designated Authority (NDA) and key stakeholders in Mauritius. This involves improving inter-institutional coordination and engagement with the Green Climate Fund (GCF). The role is essential for formulating, developing, and implementing climate change adaptation and mitigation concept notes and funding proposals. Furthermore, the expert will raise awareness and facilitate understanding of GCF funding windows, policies, and processes within the country, promoting knowledge transfer and skill development among local stakeholders and communities. The expert will also mentor NDA and focal points on project monitoring and evaluation best practices, overseeing the technical aspects of pipeline development and deliverable implementation.
Responsibilities
Provide overall technical backstopping and operational guidance to the Project Management Unit (PMU) for effective project implementation, ensuring high technical standards and adherence to deadlines. Support the Project Coordinator in planning activities, adjusting work plans, and managing budgets in line with GCF requirements. Conduct quality assurance and technical reviews of project outputs, including reports, studies, assessments, training materials, and knowledge products. Assist in the hiring of affiliate workforce and participate in interview panels for such recruitment. Offer technical input and review for ongoing studies and reports. Support the preparation of GCF Interim Progress Reports (IPRs) and other monitoring and evaluation reports. Provide technical advice to NDA staff, stakeholders, and focal points on GCF processes, climate investment instruments, and criteria. Design and deliver training programs on accessing GCF resources and submitting projects. Advise on GCF accreditation applications for potential DAEs. Support the design of project concepts in sectors like agriculture, renewable energy, and water resources management. Liaise with relevant FAO units and other organizations for guidance on concept note formulation. Lead field missions, coordinating with stakeholders, government agencies, local communities, and private sector actors. Ensure timely delivery of project reports and submit an end-of-assignment report detailing contributions and outcomes.
Work Experience
A minimum of ten (10) years of relevant professional experience in climate mitigation/adaptation and/or work related to agriculture, water, and energy sectors is required. Experience with GCF Readiness projects, monitoring, implementation, and reporting processes is highly desirable. Experience in developing and implementing capacity-building activities for multiple stakeholders and working in developing countries is also beneficial.
Skills
Strong results focus, teamwork, and communication abilities are essential. Excellent interpersonal skills are needed to build effective relationships and maintain productive working dynamics with the project team and stakeholders. Proficiency in knowledge sharing and continuous improvement is expected. The role requires very good organizational skills, the ability to prioritize tasks, and meet tight deadlines efficiently. Excellent writing and analytical skills are crucial for report preparation and technical reviews. Demonstrated knowledge of results-based project management, reporting, and evaluation is important. Experience working with GCF and UN agencies is an advantage.
