Human Resources Specialist
Organizational Context
The Regional Office for Asia and the Pacific (RAP) leads FAO's regional response to priorities in food security, agriculture, and rural development. It oversees country offices and ensures a multidisciplinary approach to programmes, identifying regional action areas. RAP collaborates with headquarters to develop and implement FAO's strategic response and programmes across the region, supporting Country Programmes and Projects and advising on corporate priorities. The office leads programme and budget management, prepares Regional Conferences, and maintains relations with regional institutions and UN mechanisms.
Job Purpose
The Human Resources Specialist is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce. This role ensures that all hiring processes are conducted in strict accordance with FAO's rules and regulations. The specialist will manage various aspects of the recruitment cycle, from developing Terms of Reference and publishing vacancies to facilitating selection processes and managing contracts. The position aims to support the efficient and compliant acquisition of affiliate personnel to meet the organization's operational needs within the Asia and Pacific region.
Responsibilities
Under supervision, the Human Resources Specialist supports the hiring plan for national affiliate workforce and reviews Terms of Reference for compliance. Responsibilities include coordinating vacancy publications, managing the selection process, and preparing evaluation reports. The specialist will manage the complete contract cycle for national affiliate workforce in the GRMS, ensuring documentation is complete and valid, and initiating renewals or terminations as needed. Administrative support for consultant payments and performance evaluations is also required. The role involves promoting a respectful work environment, facilitating knowledge exchange, and maintaining confidentiality of sensitive information. Additional tasks as required include assisting with performance evaluation processes and ensuring compliance with organizational values.
Work Experience
A minimum of one year of relevant experience is required in administrative and human resources support work. Experience with corporate computerized administrative systems, such as Oracle, for processing and analyzing data is beneficial. Previous experience within a UN organization is considered an asset.
Skills
Key skills include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Proficiency in MS Office, internet, and office technology is necessary. A good understanding of HR activities, corporate policies, rules, and procedures is required. Strong communication skills in English, adaptability, and the ability to learn new skills are essential. Experience with HR administrative systems and UN organizations is advantageous.
