Organizational Context
The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to more efficient, inclusive, resilient, and sustainable agri-food systems to achieve the 2030 Agenda. The FAO Representation in Sierra Leone implements an integrated food security program focused on livelihood diversification, natural resource management, and resilience building. Working in close partnership with the Government of Sierra Leone and other stakeholders, FAO supports national food and nutrition security plans, contributing to the Sustainable Development Goals, particularly SDG 2 (Zero Hunger). This position is based in the FAO Representation in Freetown, Sierra Leone.
Job Purpose
The incumbent will provide essential support for human resources operations and administrative functions within the FAO Representation in Sierra Leone. This role is crucial for ensuring the effective coordination of recruitment, staffing, and onboarding processes. Key responsibilities include maintaining accurate HR records and database information, providing timely support for employee contract administration, policy implementation, and HR compliance. The position also involves efficiently organizing interviews, managing candidate communications, verifying credentials, and responding to HR-related inquiries and requests to ensure smooth HR operations.
Responsibilities
The incumbent will support the hiring plan for national and international affiliate workforce, including developing or reviewing Terms of Reference to ensure compliance with standards and regulations. Responsibilities include coordinating the publication of vacancy announcements to attract qualified candidates and managing the entire selection process, which involves organizing interviews with selection panels and preparing candidate evaluation reports. The role also entails managing the full cycle of affiliate workforce contracts within the Global Resource Management System (GRMS), ensuring all required documentation is collected and verified. The incumbent will supervise contract validity, initiate renewal or termination processes, and provide administrative support for consultant fee payments. Maintaining confidentiality and performing other related tasks are also key duties.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required. Experience within the UN system, international organizations, or large public institutions is preferred. This experience should encompass a broad range of HR functions.
Skills
The role requires strong knowledge and experience in full-cycle human resources management, including recruitment, onboarding, contract administration, and staff relations. Proficiency in HR policies, procedures, and employment regulations is essential. Experience with HR information systems and databases for personnel administration and reporting is necessary. The incumbent must possess high standards of ethics, professionalism, confidentiality, and integrity. Excellent organizational, communication, and stakeholder coordination skills are vital for managing multiple HR processes effectively and supporting recruitment efforts.
