National Land Data and Information Specialist
Organizational Context
The position is based at the FAO Representation in Georgia, Tbilisi. FAO country offices assist governments in developing policies and programs for food security, agricultural development, and sustainable natural resource management. This role is under the UTF/GEO/034/GEO-F project, focused on formulating and designing land consolidation in Georgia. The project aims to introduce a functional land consolidation instrument integrated with irrigation rehabilitation, contributing to increased agricultural production, efficient land and water use, dynamic land markets, and strengthened land rights.
Job Purpose
The incumbent will provide essential technical support for the implementation of the UTF Project, with a primary focus on all land consolidation-related activities. This involves ensuring the accuracy of data, coordinating with stakeholders, and supporting the development of a national land consolidation strategy. The role is crucial for advancing the project's objectives, which include improving farm structures, facilitating land markets, and integrating agricultural development with environmental and climate change considerations.
Responsibilities
Provide technical support for land consolidation activities under the UTF Project, collaborating with relevant government units (MEPA, LMA, SRCA). Focus on data accuracy and stakeholder coordination, particularly within NAPR systems, to identify property limitations and ownership issues. Work with GIS specialists on property limitation checks. Coordinate with local landowners to gather data on ownership and inheritance through communication and field visits. Support land consolidation pilot projects, including feasibility studies and landownership inventories. Assist in organizing training for government staff and local workshops. Facilitate consensus-building among landowners and institutions on data and registry matters. Build networks with municipality representatives to support project activities. Liaise with the SRCA Soil Laboratory to ensure their needs are met. Ensure quality assurance and technical control of project deliverables. Contribute to the development of the National Land Consolidation Programme based on pilot experiences. Perform other related duties as required.
Work Experience
A minimum of 3 years of experience is required in partner liaison, property data management, land management, or data management within large-scale projects. Experience navigating Georgian land registry systems (NAPR) and working with cadastral data is highly desirable. Experience coordinating with state agencies, municipalities, and local government bodies is also beneficial.
Skills
Proficiency in computer literacy, including spreadsheets, databases, data management, and Microsoft Office programs. Excellent communication and coordination skills are essential. Demonstrated experience navigating data systems, particularly Georgian land registry systems (NAPR) and cadastral data. Proven ability to coordinate with state agencies, municipalities, and local government bodies. Exceptional attention to detail in verifying legal documents and property rights. Knowledge of land consolidation is an asset. Experience with field work and landowner contact is beneficial. Strong understanding of land governance and tenure systems. Excellent communication and negotiation skills.
