Local Land Administration Specialist (Shida Kartli Region)
Organizational Context
The position is situated within the FAO Representation in Georgia, supporting the "Formulation and design of Land Consolidation in Georgia" project. This initiative aims to introduce a fully operational land consolidation instrument, integrated with irrigation rehabilitation under the World Bank's GRAIL Project. The project seeks to enhance agricultural production, optimize land and water use, stimulate land markets, improve credit access, and strengthen land rights, particularly for women. Land consolidation is intended to foster more efficient farm structures and contribute to local agricultural development, while also addressing environmental and climate change objectives.
Job Purpose
The incumbent will provide essential technical support for the effective implementation of the "Formulation and design of Land Consolidation in Georgia" project. This role focuses on all land consolidation-related activities within selected pilot areas. The specialist will act as a key on-the-ground liaison, ensuring smooth day-to-day operations, facilitating communication among local authorities, landowners, and farmers, and promoting community engagement. The objective is to contribute to the successful introduction and application of land consolidation instruments in Georgia, aligning with broader agricultural and environmental development goals.
Responsibilities
Provide technical support for the land consolidation pilot project under the GRAIL initiative in rural areas, reporting to FAO and the Head of the LMA Land Consolidation Unit. Act as the primary on-site contact for daily project implementation, managing communications with local authorities, landowners, and farmers. Ensure community engagement and participation in land consolidation activities, fostering consensus and conflict resolution. Lead the identification and inventory of landowners and farmers in pilot areas, conducting interviews and gathering data. Contribute to the Land Consolidation Feasibility Study Report and support the land valuation and re-allotment planning processes. Facilitate local stakeholder consultations, assist in the adoption and registration of the Land Consolidation Plan. Identify and mitigate project risks, such as landowner resistance or political interference. Contribute to the development of the National Land Consolidation Programme based on pilot project experiences.
Work Experience
A minimum of 5 years of experience in land administration and land management is required. Knowledge of land consolidation practices is considered an asset.
Skills
Proficiency in computer applications, including spreadsheets, databases, and Microsoft Office. Excellent communication, coordination, and negotiation skills. Proven experience in mobilizing and working with rural communities and farmers. Strong understanding of land governance, tenure systems, and legal frameworks. Experience in multi-disciplinary teams and large-scale development projects is advantageous. Good understanding of basic farmer production conditions. Experience with international organizations, government agencies, and development partners is a plus.
