This National GIS and Data Specialist position is part of the "Formulation and design of Land Consolidation in Georgia" project (UTF Project). The project's goal is to establish a land consolidation instrument integrated with irrigation rehabilitation, contributing to increased agricultural production, efficient land and water use, dynamic land markets, and strengthened land rights, particularly for women.
Job Purpose
This specialist will provide comprehensive GIS and mapping support for the land consolidation project in Georgia. Key responsibilities include executing pilot projects, conducting landownership inventories, performing land valuation, and assessing land consolidation suitability nationwide. The role involves building and maintaining the project's geospatial database, supervising local field staff in land administration and spatial planning, and ensuring alignment of spatial plans with irrigation rehabilitation and other related projects. The incumbent will serve as the primary source for cadastral land ownership data and offer technical support for all land consolidation activities within the UTF Project.
Responsibilities
Provide GIS and mapping support for land consolidation pilot projects, including data management and map preparation for landownership inventory, landowner interviews, land valuation, and re-allotment planning. Build and maintain the project's geospatial database, conduct data analysis, and produce thematic maps for pilot implementation and national awareness campaigns. Supervise and coordinate the work of GIS and Land Use Planning Specialists and Local Land Administration Specialists, ensuring quality and timely delivery of outputs. Offer technical guidance to these specialists and project staff working with property maps. Act as the primary liaison for geospatial information and data coordination with other relevant units and institutions in Georgia, ensuring compliance with data protection policies and the National Spatial Data Infrastructure framework. Coordinate with GRAIL project subcontractors on irrigation rehabilitation works to ensure alignment with land consolidation efforts.
Work Experience
Minimum of 7 years of professional experience in the practical application of GIS across various sectors. Experience in managing and supervising project teams is essential. Experience working with land tenure and land register data and cadastre maps is required. Experience with international organizations or government agencies is an asset.
Skills
Proficiency in GIS software (ArcGIS/QGIS) and spatial analysis. Experience in geospatial database management and mapping. Strong data analysis and quality control skills. Excellent communication, coordination, and reporting skills. Knowledge of cadastral systems and land tenure in Georgia. Ability to manage and supervise project teams. Understanding of the National Spatial Data Infrastructure and related government policies. Experience working with rural communities and farmers is an asset.
