The International Plant Protection Convention (IPPC) is a global agreement on plant health with 185 contracting parties, aiming to protect plants worldwide by preventing the introduction and spread of pests. The IPPC Secretariat, hosted by FAO, supports the implementation of the Convention and International Standards for Phytosanitary Measures (ISPMs). This role operates under the ePhyto program, providing specialized expertise for specific, temporary tasks, with assignments typically lasting one to eleven months within a twelve-month period.
Job Purpose
The incumbent will support the IPPC Secretariat in advancing the ePhyto solution's implementation. This involves monitoring progress, identifying country-level gaps, expected benefits, and requirements. Collaboration with stakeholders is key for the definition, deployment, testing, acceptance, and rollout of the ePhyto solution. The role also encompasses capacity development, user support, and performance reporting to strengthen national phytosanitary systems within the IPPC framework.
Responsibilities
Develop and collaborate on the IPPC ePhyto Solution implementation plan with stakeholders and national users. Support training for National Plant Protection Organizations (NPPOs) on ePhyto adoption and use. Align Phytosanitary Capacity Evaluation (PCE) findings with ePhyto implementation plans. Coordinate with the e-Learning team to develop and maintain ePhyto training materials. Collaborate with the technical team on implementation verifications, including system integration and interoperability. Organize testing, validation, and sign-off activities for country-level ePhyto implementation. Serve as a focal point for user support during initial configuration and early adoption. Maintain communication with NPPOs, FAO offices, and partners for effective implementation. Support the organization and execution of ePhyto and IPPC governance meetings, regional, and country meetings. Draft minutes, progress reports, and concept notes. Track project activities in collaboration with the IFU ePhyto team. Undertake travel as required for meetings and perform other related tasks.
Work Experience
A minimum of one year of relevant experience is required in supporting the development and implementation of technical programs or projects. This experience should include the deployment of digital or IT solutions, capacity building, policy support, development of tools and awareness-raising materials, and implementation of international instruments. Experience in more than one work location or area is beneficial.
Skills
Proficiency in Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Experience with IT systems for phytosanitary certification and international trade facilitation. Ability to analyze national contexts, identify gaps, and define technical requirements for IT systems. Experience supporting IT system implementation, including coordination, integration, interoperability, testing, and validation. Skill in defining, analyzing, and reporting on KPIs, and using data analysis for system monitoring. Experience organizing and facilitating technical meetings and stakeholder consultations. Knowledge of a second FAO language is an asset.
