The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to sustainable agrifood systems through its Strategic Framework. The Subregional Office for the Pacific Islands (SAP) drives food, agriculture, and rural development strategies and projects in the region, fostering relationships with subregional institutions. As a subsidiary of the FAO Regional Office for Asia and the Pacific (RAP), the SAP Office is seeking two Technical Advisers for readiness projects in Nauru and Palau.
Job Purpose
The Technical Advisers (TAs) will be responsible for the timely and quality delivery of project outputs, in consultation with the Lead Technical Officer (LTO). They will manage the daily implementation, management, and technical supervision of the project. Key responsibilities include building the capacity of the National Designated Authority (NDA) and stakeholders on Green Climate Fund (GCF) objectives, reviewing legislation, developing climate-smart agriculture policies and strategies, and co-designing innovative climate solutions informed by pre-feasibility studies to support the development of Concept Notes for Palau and Nauru.
Responsibilities
Ensure timely project delivery and manage implementation to produce high-quality outputs. Provide direct advice on Green Climate Fund (GCF) matters to FAO personnel, counterparts, and partners. Prepare and update project implementation plans in consultation with FAO technical teams, NDA, and relevant government offices. Participate in multidisciplinary teams to prepare key project deliverables according to GCF guidelines. Facilitate baseline studies, analyses, and assessments to support policy reviews and concept note development. Coordinate the compilation of all necessary project documentation and manage inputs and responses for policies and Concept Notes. Design and deliver training programs with supporting materials. Lead the development of technical specifications for service providers for visioning and co-design processes. Review GCF-related project documentation for quality and consistency. Provide feedback for revision of project outputs. Liaise with FAO and other organizations for guidance on Concept Notes. Coordinate with all project stakeholders, including government agencies, communities, and the private sector. Ensure timely submission of project reports to FAO and the Project Steering Committee. Respond to ad-hoc queries and perform other duties as required.
Work Experience
Requires five years of relevant experience in project or programme management, including capacity development related to climate change, climate finance, and the development of national plans and strategies. Experience with GCF modalities and procedures, developing project concept notes/funding proposals, and working with stakeholders in SIDS/LDCs is highly desirable. Experience in the Pacific region is an advantage.

In-depth understanding of climate finance issues at international and regional levels. Experience working with diverse stakeholders, including senior government officials in SIDS and LDCs. Strong writing skills and language proficiency. Work experience in multiple locations or areas is beneficial.
