Monitoring and Evaluation Specialist
Organizational Context
FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in The Gambia (PROREFISH Gambia) Project. This initiative aims to enhance resilience, livelihoods, health, wellbeing, and food and water security for vulnerable populations. Expected outcomes include improved ecosystem resilience, reduced emissions, and sustainable forest management. The project will scale up proven adaptation measures, focusing on climate-proofing fisheries infrastructure and supporting women in value chain segments. It also promotes aquaculture technologies and strengthens the enabling environment for Gambian fisheries, encouraging private sector engagement.
Job Purpose
The Monitoring and Evaluation (M&E) Specialist will provide essential technical expertise to a variety of assignments, encompassing the leadership, management, and support of monitoring and evaluation activities. This role is crucial for ensuring the effective tracking of project progress, assessment of outcomes, and the systematic documentation of lessons learned. The specialist will contribute to the overall success of the PROREFISH Gambia project by ensuring robust M&E systems are in place and utilized effectively to inform decision-making and project adjustments.
Responsibilities
Monitor project progress at the country level, preparing regular reports and briefs. Identify and address project challenges, escalating issues as needed and following up with budget holders. Contribute to programme development, aligning projects with FAO's Project Cycle, country priorities, and the Strategic Framework. Serve as the focal point for collecting and storing M&E-related information and documents. Ensure project proposals emphasize logical/results frameworks. Develop Terms of Reference for evaluations and coordinate the evaluation process, liaising with partners on M&E matters. Coordinate data collection for corporate outcome and output monitoring. Participate in relevant M&E working groups. Design and implement result-oriented M&E tools, methods, and techniques. Monitor project results using resilience measurement tools. Develop and deliver M&E capacity-building training for FAO personnel, government, and partners. Perform other assigned duties.
Work Experience
A minimum of five years of technical experience in agriculture, rural development, fisheries, or food and nutrition security. At least three years of experience in collaborating with research centers, government institutions, or rural development projects for the implementation of M&E Systems. Experience in the formulation, implementation, and evaluation of projects and programmes for natural resources management or rural development is desirable. Experience working with government departments, NGOs, or UN agencies is also desirable.
Skills
Proficiency in Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Strong writing, researching, and computer literacy skills. Familiarity with FAO's administrative and project management systems is beneficial. Proven ability to establish working relationships with government and non-government representatives. Capacity to apply M&E tools and methodologies. Fluency in written and spoken English and at least one major local language of The Gambia. Familiarity with the Gambian context is an advantage. Knowledge and use of computer systems for developing M&E tools.
