Organizational Context
Viet Nam became a Party to the PSMA in 2019. FAO is providing technical assistance through a capacity development support project to enhance the implementation of the PSMA. This project involves a gap analysis, development of a National Strategy and Action Plan focusing on flag, port, coastal, and market State responsibilities, and a review of legal frameworks and MCS systems to combat IUU fishing. The project aims to improve information exchange processes related to fisheries management and control.
Job Purpose
The incumbent will support the International Consultant team in understanding the current state of PSMA implementation in Viet Nam. The primary goal is to assist in formulating a comprehensive National Strategy and Action Plan (NSAP) that addresses flag, coastal, port, and market State responsibilities for combating Illegal, Unreported, and Unregulated (IUU) fishing. This involves collecting data from port visits, documenting existing PSMA practices, summarizing government documents, conducting research, and reviewing assessment reports and draft NSAP documents.
Responsibilities
Provide technical support for project implementation, including a comprehensive overview of Viet Nam's fisheries sector. Assist International Consultants by providing insights into the legal and regulatory framework for PSMA implementation and combating IUU fishing. Support the formulation of PSMA implementation assessments and related systems. Organize consultative workshops with stakeholders and assist in developing reports on these topics. Contribute to the development of the National Strategy and Action Plan (NSAP) covering flag, coastal, port, and market State responsibilities for combating IUU fishing. Undertake other relevant tasks as required for the assignment.
Work Experience
A minimum of 10 years of progressively responsible professional experience in the fisheries sector or a related field within Viet Nam is required. Experience in organizing and facilitating multi-stakeholder consultations/workshops is also necessary. Strong understanding of fisheries institutional frameworks and regulatory systems is crucial. Experience working in multidisciplinary and multicultural teams, particularly within multilateral organizations, is highly desirable.
Skills
Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Demonstrated experience in organizing and facilitating multi-stakeholder consultations/workshops is essential. Strong analytical thinking, interpersonal skills, and report writing abilities are required. Experience working with partners in Viet Nam at all levels and coordinating with international and local institutions is beneficial. Proven ability to deliver quality outputs under tight deadlines is expected.
