Job Purpose
The National Specialist will be instrumental in supporting the Mid-Term Review (MTR) of the "Enhancing water-food security and climate resilience in volcanic island countries of the Pacific" project within their respective country. This role requires close collaboration with the International Lead Consultant - MTR, government entities, and other key stakeholders. The specialist's contribution is vital for assessing project progress, identifying challenges, and formulating recommendations to ensure the project effectively meets its objectives in enhancing water and food security and climate resilience in the Pacific Island Countries.
Responsibilities
The National Specialist will review project documentation, including the project document, logframe, and progress reports. They will assist in developing data collection tools such as questionnaires and interview protocols, and participate in finalizing the MTR team's work program. A key responsibility is actively collecting primary data through interviews and meetings with diverse stakeholders, including government officials, project partners (SPC), FAO representatives, beneficiaries, and private sector entities. The specialist will contribute to consolidating collected evidence, ensuring data is structured and triangulated to address MTR questions. They will participate in analyzing findings, formulating preliminary conclusions, and drafting recommendations in agreement with the International Lead Consultant. The role involves providing written inputs for all MTR deliverables, including the inception report and draft MTR report, and assisting in integrating feedback from reviewers.
Work Experience
A minimum of 3 years of relevant experience is necessary in project planning, implementation, monitoring, and evaluation of bilateral or multilateral funded projects. Experience specifically with Mid-Term Reviews or Terminal Evaluations is essential.
Skills
The role requires strong Results Focus, Teamwork, and Communication skills. The ability to build Effective Relationships and engage in Knowledge Sharing and Continuous Improvement is important. Prior working experience with UN agencies in the Pacific region is a required qualification for this position.
