The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist plays a crucial role in enhancing FAO's field programmes and projects within the country by managing a comprehensive data and knowledge base.
Job Purpose
The MEAL Specialist will function as an integral part of a multi-disciplinary team, dedicating their efforts to the day-to-day development and implementation of a comprehensive Monitoring, Evaluation, Accountability, and Learning strategy for the FAO Country Office in Sudan. This role is central to ensuring the effectiveness and impact of FAO's operations and interventions within the country.
Responsibilities
Develop and maintain a results-based MEAL framework for the Country Programme Framework, covering all FAO Sudan projects. Lead project evaluations, including baseline/end-line surveys, mid-term reviews, and final evaluations, managing TORs, consultant selection, and dissemination of findings. Design and conduct baseline surveys to establish indicator benchmarks and develop project work plans. Establish effective grievance mechanisms, including call centres and standard operating procedures. Assist the Programme Unit with MEAL aspects of project formulation, including drafting MEAL sections, defining beneficiary selection criteria, and reviewing logical frameworks. Provide capacity development to FAO staff and partners on MEAL tools and systems, fostering a culture of learning. Develop MEAL tools for data collection, analysis, reporting, and information management. Oversee all MEAL activities, manage national M&E staff, and develop medium-term plans. Establish beneficiary accountability systems and protocols. Monitor project progress, providing feedback for improved efficiency and effectiveness, including value for money analysis. Conduct field visits to support implementation and identify adaptations. Formulate lessons learned for knowledge management and facilitate experience exchange. Participate in UN MEAL coordination structures.
Work Experience
Minimum of 7 years of relevant experience in monitoring and evaluation within humanitarian and/or development contexts. Must possess strong analytical and reporting skills. Experience with statistical packages and computer analytical tools is necessary.
