Organizational Context

In Colombia, FAO collaborates with national and local partners to develop policies and projects focused on food security, rural development, and sustainable natural resource management. The "Strengthening Climate Change Resilience through the Adoption of Agroforestry and Sustainable Forest Management Models in Colombia" project, funded by the Korea International Cooperation Agency (KOICA), aims to develop sustainable production models for pepper and other crops, conserve ecosystems, and enhance income for farming families.
Job Purpose
The Technical Process Specialist in Monitoring and Evaluation will oversee the planning and implementation of activities supporting sustainable pepper cultivation and agroforestry systems. This role is crucial for strengthening forest governance, ecosystem restoration, and promoting sustainable natural resource use, directly contributing to the project's "More Forests, More Sustainable Production" strategy. The specialist will ensure effective communication and coordination with the Korea International Cooperation Agency (KOICA) and FAO, facilitating the successful implementation of the climate resilience project in Colombia. The position plays a key part in achieving project outcomes and fostering collaboration between implementing partners.
Responsibilities
Design and implement a knowledge management strategy aligned with the project's objectives and the Logical Framework. Monitor compliance with results and impact indicators, ensuring consistency with project plans. Process and organize project information, particularly in Korean, and prepare inputs for project indicators and alignment with KOICA and FAO country program goals. Develop and submit a detailed work plan in FAO format. Assist in designing and implementing the project's monitoring and evaluation (M&E) plan and support the use of necessary tools. Oversee information gathering by technical staff and analyze data for the knowledge management strategy. Share M&E and knowledge management strategies with relevant teams. Prepare and submit regular M&E reports (monthly, quarterly, annual) aligned with FAO and KOICA requirements, and provide monthly inputs to FAO's Field Program Management Information System. Support KOICA coordination meetings, including report consolidation and action follow-up. Assist in structuring and cleaning project information and preparing progress reports for resource partners. Promote gender equality practices and maintain strict confidentiality of all project information. Support project evaluation processes and actively participate in Country Office Monitoring Group meetings. Lead technical communication with KOICA, preparing materials and drafting meeting minutes. Organize lessons learned and best practices. Conduct compliance visits to project areas and facilitate communication between FAO and KOICA offices. Support the planning of field visits in coordination with FAO and KOICA. Report any cases of sexual exploitation and abuse according to protocol. Promote good gender practices and perform other related duties as assigned.
Work Experience
Minimum of three years of experience in rural development program/project operations and evaluations. Experience with KOICA-funded projects is required. An advanced university degree is preferred; a bachelor's degree requires two additional years of relevant professional experience in the specified fields.
Skills
Proven experience in developing professional M&E reports and technical documents in Korean and English, with a strong understanding of Official Development Assistance (ODA) result frameworks. Ability to analyze project monitoring issues and excellent speaking/writing skills. Experience in drafting and presenting follow-up reports. Ability to work independently, organize tasks, and solve problems. Strong teamwork, interpersonal, and strategic communication skills for effective stakeholder management, especially with KOICA. Proficiency in Microsoft Excel or similar data analysis tools. Communication and knowledge transfer skills. Ability to exercise utmost discretion with confidential information. Maintain a cordial, respectful, and cooperative attitude. Prior experience with KOICA projects or understanding of KOICA regulations is valued. Working knowledge of Korean (Level C) and Spanish (Level C) is essential.
