This initiative aims to transform traditional fisheries communities into modern, productive hubs aligned with the Blue Economy vision. Operating through regional Technical Implementing Units and local SFV villages, the programme is built on five core principles: Sustainability, Modernization, Acceleration, Regeneration, and Technology. The TCP INS 4005 project specifically supports the Ministry of Marine Affairs and Fisheries in delivering effective extension services and scaling up SFV models nationwide.
Job Purpose
The National Expert on Freshwater Aquaculture will lead the implementation of demonstration models for tilapia seed and grow-out production. This will occur at both SFV Technical Implementing Units (TIUs) and SFV villages, integrating innovative technologies and best practices. The primary goal is to enhance productivity, improve survival rates, and ensure the sustainability of tilapia farming operations within the SFV framework, contributing to the overall objectives of the programme.
Responsibilities
Provide technical support for designing and installing upgraded hatchery and grow-out systems demonstration plots at SFV Cibalagung station TIU and Kawali village farm, serving as practical learning platforms. Develop monitoring tools and indicators for data collection on seed and grow-out production. Facilitate capacity building for farmers and extension workers on data recording for these systems. Prepare data analysis and reports on the demonstration plots, including cost-benefit analyses compared to existing systems. Develop training modules and facilitate structured training programs for extension officers, facilitators, and SFV farmers on seed production and tilapia grow-out. Support the creation of a comprehensive practical guide for extension officers and TIU staff, detailing hatchery management, grow-out operations, and data recording. Prepare technical content for brochures and participate in the final project workshop to present results. Prepare all required reports, including training reports and an End-of-Assignment-Report, and undertake other tasks as assigned by FAO-Indonesia.
Work Experience
A minimum of 5 years of relevant professional experience in tilapia farming is required. This experience should be complemented by an advanced university degree in aquaculture or fisheries-related fields. Proficiency in both English and Bahasa Indonesia is essential for effective communication and reporting.
Skills
Key skills include a strong focus on results, teamwork, and effective communication. Candidates should demonstrate the ability to build relationships and engage in knowledge sharing and continuous improvement. Essential technical expertise includes substantial hands-on experience in tilapia farming, particularly with innovative hatchery and grow-out technologies. The capacity to develop extension modules and monitoring tools for tilapia culture adoption and training programs is crucial. Experience in facilitating Training of Trainer (ToT) sessions, strong analytical skills, and a commitment to participatory approaches are also highly valued.
