Job Purpose
The National Expert on Integrated Fisheries Community Development will provide crucial support for the enhancement of the Smart Fisheries Village (SFV) programme. This role is instrumental in developing improved SFV guidelines, models, and actionable recommendations to facilitate the nationwide scale-up of the programme. The expert will contribute to refining the operational framework of the SFV initiative, ensuring its alignment with national development goals and its effective integration with other relevant government programmes. The ultimate goal is to strengthen fisheries communities and promote sustainable aquaculture practices across Indonesia.
Responsibilities
The incumbent will provide technical support for developing SFV technical implementation guidelines and models for both regional Technical Implementing Units (TIUs) and village levels. This involves a comprehensive assessment of TIU capacity, village aquaculture production systems, socio-economic conditions, and gender/youth participation. The guidelines will address operational links to the Free Nutritious Meals Programme and align with the Government of Indonesia's aquaculture initiatives. The expert will assist in defining baseline targets and indicators for programme monitoring, identifying risks and corrective actions, and designing a knowledge hub approach linking TIUs and villages. This includes organizing focus group meetings with stakeholders to review findings and finalize guidelines and the knowledge hub mechanism. Furthermore, the expert will develop a strategy document for scaling up successful interventions, integrating lessons learned, and participate in the final project workshop to present results. Reporting includes training, Back-to-Office, and End-of-Assignment reports.
Work Experience
A minimum of five years of professional experience in aquaculture and fisheries development is required. This experience should be relevant to the tasks and responsibilities outlined for the position, demonstrating a strong understanding of the sector and community development principles.
