Job Purpose
The National Operations Specialist will support the Assistant FAO Representative (Programme) in managing and implementing key operational activities. This includes the preparation and regular updating of procurement plans for goods, services, and human resources, ensuring the timely implementation and monitoring of Letters of Agreement (LoAs). The role also involves preparing and monitoring monthly financial implementation reports and maintaining and updating project data and documentation within the FAO's Project Management Information System (FPMIS). The specialist will contribute to the overall efficiency and effectiveness of project execution within the country office.
Responsibilities
The National Operations Specialist will support the operational management and monitoring of projects implemented by the FAO Representation in Cabo Verde, acting as a focal point for day-to-day operational matters. Responsibilities include assisting in project activity planning, ensuring timely delivery of project inputs (personnel, services, equipment), and performing operational tasks related to procurement processes, such as preparing documentation, issuing tenders, evaluating bids, and following up with suppliers. The specialist will monitor procurement actions and contracts, review and monitor project budgets and forecasts, and participate in the preparation and monitoring of project work plans, proposing corrective measures for bottlenecks. Additionally, the role involves supporting the monitoring of project disbursements and financial documentation, overseeing operational partners for GEF-funded projects, facilitating field missions, and ensuring compliance with administrative, operational, and legal procedures. Maintaining accurate project data in FPMIS and supporting logistical arrangements for meetings and workshops are also key duties.
Work Experience
Requires at least three years of relevant experience in project management, budget, or finance with an advanced university degree, or at least five years of experience with a university degree. Experience in programme and project management within Cabo Verde is demonstrated. Experience in budgetary planning, budget management, and financial reporting is essential. Work experience in more than one location or area of work is desirable.
Skills
Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. A demonstrated understanding of technical programmes, operational guidelines, and project management procedures, preferably within the UN or FAO system, is advantageous. Proven coordination and report writing skills are necessary, along with the ability to work under pressure and strong interpersonal skills. Working knowledge of Portuguese and proficiency in the FAO's official working language (French or English) are required.
