FAO Country Offices assist governments in developing policies and projects for food security, nutrition, and sustainable resource management. The Angola Country Programming Framework focuses on Food Systems, Family Farming, Natural Resources Management, and Resilience, operationalized through 20 projects. FAO Angola is recruiting a National Field Specialist for a project focused on artisanal fishery value chains.
Job Purpose
The National Field Specialist will play a crucial role in supporting the implementation of field-level activities for the project "Strengthened Capacity Building for Artisanal Fishery Value Chain Actors in the Blue Economy Sector." This position is integral to ensuring the project's objectives are met on the ground, contributing to the development and sustainability of artisanal fisheries within Angola's blue economy. The specialist will work closely with local stakeholders, beneficiaries, and project management to facilitate project activities, build local capacity, and ensure effective coordination and execution of the project's various components.
Responsibilities
Contribute to organizing and facilitating inception meetings at the provincial level with local authorities, community leaders, fisheries cooperatives, and beneficiaries. Support stakeholder consultations and communication to ensure local ownership and alignment with development priorities. Assist in identifying, registering, and mapping potential project beneficiaries, with a focus on gender and youth inclusion. Help prepare the training calendar and adapt training programs on business development and entrepreneurship. Support the organization and delivery of training-of-trainers sessions on inclusive value chains and fisheries. Collaborate with INAPEM and local partners to facilitate training and community dialogues. Support training cycles on business and financial management. Assist in preparing annual and quarterly work plans. Support day-to-day project implementation in the field, ensuring coordination and timely execution. Ensure the integration of gender equality and youth empowerment. Contribute to real-time monitoring of project progress and alert management to potential delays. Support data collection, organization, and analysis, ensuring gender- and age-disaggregated reporting. Provide weekly and monthly implementation plans and progress updates. Support the design and facilitation of project activities in pilot areas. Perform other assigned tasks.
Work Experience
A minimum of five years of relevant professional experience is required. This experience should encompass fisheries and aquaculture development, community-based projects, capacity building initiatives, or value chain development. A university degree in a relevant field such as Fisheries, Aquaculture, Marine or Environmental Sciences, Rural Development, or Agricultural Economics is also necessary.
