Organizational Context
The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. The Early Warning Services Section (EWS) within the Department of Science, Services and Capacity Development focuses on strengthening the capacity of WMO Members in early warning services, including the development and implementation of systems like the Common Alerting Protocol (CAP).
Job Purpose
To support the development, implementation, and evaluation of specialized activities aimed at enhancing WMO Members' capacity in early warning services. This includes data monitoring, analysis, quality control, and communication efforts related to the Common Alerting Protocol (CAP) and other early warning systems.
Responsibilities
["Participate in the development, implementation, and evaluation of specialized activities to strengthen WMO Members' capacity in early warning services.", 'Support the monitoring, extraction, and collation of CAP message data from SWIC and related sources using agreed templates and visualization tools.', 'Prepare concise analytical inputs for EWS Section reporting and requirements.', 'Support efforts to align the Catalogue of Hazardous Events with the work of the EWS sections.', 'Apply a quality checklist to identify potential CAP structure/metadata issues at the national level, document findings, and support country-level testing and follow-up activities.', 'Support communication efforts through contributions to briefs, newsletters, and bulletins for the EWS Section.', 'Carry out other relevant duties as required.', 'Develop and maintain effective working relationships with stakeholders, building a professional network and understanding of Early Warning Services.', 'Gain a solid understanding of the Early Warnings for All initiative, the Common Alerting Protocol (CAP), its supporting infrastructure, and the Catalogue of Hazardous Events (CHE).', 'Develop a strong overview of inter-agency coordination mechanisms and UN system mandates, priorities, and operational challenges.', 'Complete mandatory WMO trainings and apply WMO policies and procedures.', 'Strengthen technical analytical skills through end-to-end monitoring and analysis processes in a multicultural environment.', 'Develop strong oral and written communication skills, with opportunities for UN language training.']
Work Experience
At least 2 years of relevant work experience in statistics, data analysis, data visualization, GIS, data management, science communication, public weather services, early warning systems, disaster risk reduction, meteorological and hydrological services, or multi-hazard domains. Strong ability in at least one analytical language (e.g., Python, R) with experience in data visualization and reporting using Power BI. Ability to work efficiently in a multicultural environment.
