The country faces macroeconomic instability, high public spending, and revenue declines. The UN Joint Programme on Improved Governance aims to enhance leadership, resource allocation, e-governance, accountability, and public sector reforms to foster inclusive growth and development.
Job Purpose
This role serves as a high-level policy advisor and executive manager within the Office of the Minister of Finance and Development Planning in Lesotho. The primary purpose is to provide strategic leadership, analysis, and guidance on finance, economic, and development policy issues. The Specialist will support the Minister in shaping and implementing government policies to achieve macroeconomic stability, fiscal discipline, and sustainable development. This involves advising on policy formulation, coordination, and execution, ensuring alignment with national development objectives and contributing to the effective delivery of public services and reforms.
Responsibilities
The Technical Specialist will provide high-level strategic leadership, analysis, and guidance to the Minister of Finance and Development Planning on economic and development policy. Key duties include conducting in-depth economic policy analysis, advising on fiscal management, budget formulation, and revenue mobilization. The role involves supporting the development and implementation of national development plans and strategies, and ensuring effective policy coordination across government departments and stakeholders. The Specialist will offer strategic advice on policy options, represent the Minister in external engagements, conduct policy research, and support capacity building within government institutions. Additionally, responsibilities include monitoring policy implementation, engaging with diverse stakeholders, and providing expert recommendations to support evidence-based decision-making and achieve government objectives.
Work Experience
A minimum of 5 years of progressively responsible experience (with a Master's) or 7 years (with a Bachelor's) is required in areas such as trade policy, economic development, advisory services, governance, public policy, or public administration at a national or international level. Experience in the public sector or international organizations is advantageous.
