Responsibilities
Inception phase: - To develop and submit an inception report for UN Women’s review and approval, including a detailed workplan, methodology, sampling approach, and analytical framework for the review, presentation and analysis of VAW case files. The methodology will combine both quantitative and qualitative data analysis and will include the development of a structured model for identifying criminal patterns and risk indicators based on case file review. - To meet with UN Women’s technical team and the Attorney General’s Office (AGO), including the Family Protection Prosecution (FPP), to discuss and agree on the assignment’s objectives, methodology, tools, and key deliverables, including access to case files and relevant data. Implementation phase: - Review and Analysis of Case Files: - To select a representative sample of case files related to violence against women (VAW) handled by the FPP (within an agreed timeframe). - To review and analyze selected case files in accordance with the agreed methodology and structured analytical framework. - To identify recurring criminal patterns, including perpetrator behavior, typologies of violence, contextual characteristics of cases, socio-demographic factors, and geographic distribution, drawing on both perpetrator-related and anonymized victim-related variables, with particular attention to cases involving women with disabilities and technology-facilitated violence. - To examine key risk and escalation indicators associated with violence against women, including prior incidents, nature of the victim-perpetrator relationship. - Development of the Analytical Report: The consultant will produce a comprehensive analytical report presenting findings from the structured review of VAW case files. The report should synthesize key typologies, perpetrator behavioral patterns, victim-related vulnerability factors, contextual drivers, and escalation dynamics, and provide evidence-based insights and recommendations derived from the analysis. - Conduct a validation session to review and validate the analytical report. Work Experience
- At least 3 years of professional working experience in legal analysis, criminal justice, or prosecution-related work, preferably in areas related to VAW cases is required. - Professional experience in the areas of violence against women (VAW), gender equality, and women’s access to justice is required. - Demonstrated experience in developing analytical reports and knowledge products on women’s access to justice, or in conducting criminological research and related analytical work is required. - Experience with justice institutions, particularly the public prosecution and/or justice sector in Palestine is desirable. - Experience with the UN or international organizations is desirable. - A sample of relevant analytical work (e.g. reports, analytical frameworks, or studies related to VAW or justice sector work) must be attached as part of the application.
