Finance and Budget Technician I (CO)
Organizational Context
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).
Job Purpose
To provide essential support to the PAHO/WHO Country Office by ensuring the effective management of budgetary and financial operations, contributing to the efficient use of resources for national health development and technical cooperation activities.
Responsibilities
Coordinate budget and financial activities, including planning, preparation, and monitoring of the Biennial Work Plan and allocation of assessed and voluntary contribution funds. Monitor budget execution, analyze expenditures, determine availability of funds, and ensure compliance with approved allocations and PAHO financial rules. Initiate, process, and approve budgetary and financial transactions in the PASB Management Information System (PMIS), including commitments, amendments, journals, and adjustments. Process and verify financial transactions such as invoices, payments, receipts, subsidies, per diems, and settlements, ensuring accuracy and proper supporting documentation. Maintain financial records, monitor outstanding transactions, reconcile accounts, and support year-end closure and monthly bank reconciliations. Coordinate with technical units, Headquarters, and external counterparts on financial reporting, quota contributions, audits, and related financial matters.
Work Experience
Six years of experience in general accounting work, including experience with automated systems for financial and budgetary control operations or three years of experience in accounting/financial budgetary operations, and one year of college or university level courses towards a declared minor/major in accounting, finance or business administration.
Skills
Proficiency in automated financial and accounting systems and Enterprise Resource Planning (ERP). Solid knowledge of budgeting and accounting principles with the ability to analyze financial data. Strong planning, organization, and coordination skills in financial and administrative processes. Ability to prepare clear financial reports, correspondence, and documentation. Effective communication and teamwork skills, with the ability to work independently and deliver quality results. High level of integrity, accountability, and respect for diversity. Essential IT skills include Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word.
Required Languages
Fluency in English with working knowledge of Spanish.
