Organizational Context
The Air Transport Bureau (ATB) carries out activities under ICAO’s Strategic Goals of “Every Flight Is Safe and Secure”, “Aviation Is Environmentally Sustainable”, “Aviation Delivers Seamless, Accessible, and Reliable Mobility for All” and “The Economic Development of Air Transport Assures the Delivery of Economic Prosperity and Societal Well-Being for All”. It also contributes to the Goal of “No Country Left Behind”. It is responsible for the provision of expert assistance required by the Assembly, Council, Air Transport Committee (ATC), Aviation Security Committee (ASC), Ad Hoc Cybersecurity Coordination Committee (AHCCC), Committee on Joint Support of Air Navigation Services (JSC), Climate and Environment Committee (CEC), Committee on Aviation Environmental Protection (CAEP) and the specialized conferences, divisional, panel and working group meetings related to the Organization’s Strategic Goals. The Bureau assists in developing, updating, and promoting the implementation of Standards and Recommended Practices (SARPs) in Annexes 9, 16 and 17, air transport policies and guidance (such as air transport regulation, economics of airports and air navigation services, and funding of aviation infrastructure) as well as the specifications for machine readable travel documents. The Bureau is also charged with the development of environment-related policies and measures and assistance for States to prepare and implement their action plans for CO2 emissions reduction activities. In addition, the Bureau implements the ICAO Global Aviation Security Plan (GASeP), the Universal Security Audit Programme (USAP) and assistance for States in rectifying deficiencies identified by the USAP and implements an ICAO Traveller Identification Programme (ICAO TRIP) Strategy. Furthermore, it maintains and provides access to civil aviation data/statistics and forecasts. Data on acts of unlawful interference and environmental protection (noise and emissions) are also maintained in the Bureau. The Bureau works with other offices of the Organization including Regional Offices, performs liaison and coordinates on the above-mentioned issues with all the United Nations bodies, other international organizations and regional civil aviation organizations. The Director, Air Transport Bureau (ATB) reports directly to the Secretary General and is responsible for directing and managing the execution of the Bureau work programmes and activities. The Director formulates ATB’s overall strategies, policies and business plan; oversees the development and implementation of the work programme of the Bureau and directs a team of experts in order to provide sound advice and assistance to the Secretary General, the governing bodies and Secretariat of ICAO, and other relevant entities on a wide range of air transport policy and operational issues. Work Experience
professional experience, reaching executive level in the planning, management and coordination of activities in air transport or related area is required. - At least five (5) years of experience at senior managerial level, overseeing the planning and implementation of civil aviation programmes and projects in a public or private sector organization is required. - Experience at the international level or dealing with aviation matters crossing national boundaries, including high-level negotiation with government authorities is required. - Managerial experience at the senior executive level with proven leadership ability to plan and direct large-scale civil aviation programmes/projects, in a multicultural environment is required. - Experience in strategic business planning, building cohesive teams and directing them towards the achievement of identified goals within approved budgets and agreed timelines is required. - Experience in leading change management initiatives and fostering innovative reforms is required. - Experience with corporate performance management in the public or private sector is required. - Experience in dealing with multilateral financial institutions and UN development mechanisms is desirable. - Experience in results-based management practices and procedures is desirable. - Experience in public speaking and media engagement is desirable.
